For those seeking Hungarian citizenship or a long-term residence permit, understanding the required examinations is essential. While both assess knowledge of Hungarian society, they serve distinct purposes and have different areas of focus.

Constitutional Knowledge Exam

This exam is a mandatory requirement for adults applying for Hungarian citizenship through naturalization. It evaluates the applicant’s understanding of Hungary’s history, culture, and governmental structure. The examination consists of both written and oral components, conducted entirely in Hungarian. Successfully passing this exam demonstrates a commitment to integration and readiness to assume the rights and responsibilities of Hungarian citizenship.

Cultural Knowledge Exam

Introduced on January 1, 2025, this exam is now a prerequisite for those applying for long-term residence permits, including national and EU residence cards. The test, which is conducted in written format and in Hungarian, assesses the applicant’s familiarity with Hungary’s cultural and social framework, including national symbols, public holidays, and fundamental constitutional principles. The Budapest Government Office administers the exam, and applicants are granted three opportunities to pass.

Key Differences

  1. Eligibility: The Constitutional Knowledge Exam is required for citizenship applicants, while the Cultural Knowledge Exam is for those seeking long-term residency.
  2. Exam Format: The Constitutional Knowledge Exam comprises both written and oral sections, whereas the Cultural Knowledge Exam is strictly written.
  3. Depth of Content: The citizenship exam requires a comprehensive understanding of Hungary’s legal and governmental system, while the residence permit exam focuses on basic cultural and societal knowledge.

Both exams aim to facilitate the integration of foreign nationals into Hungarian society, ensuring a deeper connection with the country’s heritage, values, and legal framework. If you require further clarification or assistance in preparing, we are here to help.
